All you need to know about ‘Pre-Application Advice’.

What is pre-application advice?

Pre-application advice can be sought before a planning application is submitted to either seek written confirmation on whether planning permission is necessary or the likelihood of a scheme receiving support. On schemes that require consent, internal technical specialists provide constructive comments with a view to improving and securing a successful development. As well as this discussion, relevant Parish/Town Councils and Councillors will be asked to give their written comments on the proposed plans.

A formal, detailed response will be issued at the end of the pre-application process. This feedback will consist of an assessment of the proposal, including the principle, design and impact on local amenities, highway safety and ground/environmental issues. A decision will then be made as to whether the officer can or cannot support the proposed scheme. In addition to this, any changes necessary for the development to be deemed acceptable will be included as well as a checklist of documents required to validate any subsequent application.

How do you apply?

     - For pre-application services to be requested, the information that must be submitted is as follows:

     - A location plan of the site and the proposal.

     - Sketches of the proposal.

     - Note of existing features within or adjacent to the area which may be affected by development.

     - Any key issues for which you require a specific response. 

What are the benefits?

Applying for pre-application advice prior to submitting a full application can make the whole process more efficient for the applicant saving them both time and money. Any potential issues with the proposed development can be established at this early stage, and then appropriately addressed through amended plans.

A pre-application enquiry can be particularly beneficial for developments with site constraints that are likely to raise issues within the planning process. By submitting a pre-application enquiry, sufficient advice will be given to the applicant which will help subsequent applications to be of a higher quality.

If an applicant’s pre-application is met with support from an officer, then a planning application can then be submitted with increased confidence. However, if full support is not received, comments and feedback will be helpful to the applicant as it highlights what should be done before submitting an application.
